Fabric softener. Works for some people. I prefer steaming.
Use a scoring tool to create holes in the wallpaper. Use a spray bottle to soak the paper. Spray water into the slits so it can work its way behind the covering. Wait about 10 minutes and then scrape off the paper with a putty knife.
Alternatively, you can score the paper and then use a steamer (available for rent from wallpaper and paint stores) . I find the steamer much easier and more efficient.,

I always had great luck with a shark wallpaper tool, then spraying with a mix of water and fabric softener, then scraping. Wallpaper usually comes right off
