Carpet? Tile? vinyl flooring? Wood? Paint? What do you want to achieve?

  I have a mold / mildew problem we are working on, so need to eliminate carpet.

  I would use cement paint and stencil a great design on it. Amazon has a ton of stencils.

I painted my basement cement floor with a teal colored cement paint and it came out great. If you are talking about a finished basement I love the new tiles that look like wood.
