Start with a length of timber for the trunk and smaller pieces for the branches. Then attach largest branch at the bottom where you want them to start and work up leaving a gap between. On top fix a Triangle of timber. Set the base into a container and support before pouring quick drying concrete in halfway up to be able to stand it alone, but still be able to lift it. Top up with whatever you fancy when in situ............. Alternative base could be timber in the form of a cross at the base. Hope that helps.
