A good ladder might help a lot!
A ladder or some scaffolding is probably your best bet.
That all depends. You can hire a scaffold tower with wheels, these can be locked off. If this is going to be a regular thing, you might find it cheaper in the long run to buy a scaffold tower.
Another option is to change the light fittings. You can have individual lamps on a rise/fall fitment OR, in commercial settings, they might hang a metal framework from the ceiling which can be wound up or down using a hand crank (or electric if you have the money).
Those old fashioned candleabras (that swordfighters would swing from) were often suspended via a simple pulley.
Get the right length of a wood stick and double sided extra sticky tape on the end of it. Connect it to the burnt out light bulb and twist it till it comes out. then replace it with the new light bulb and do that same thing except twisting it back in.
