Use Elmer's glue and food coloring, Nancy. Here's a link:

Just pour a bit of white paint on the inside and move the vase around so the inside is completely covered with the paint and pour the excess out and let the vase dry. If you wish to use water in your vase, paint the exterior with white paint.
You can use spray paint on outside.
