Remove the top shelf. It is hard to access stuff on this high shelf, and frustrating to keep stuff from always falling off due to being just piled up.

Remove the bar, and raise it as high as you can still reach to hang up a hanger.

Then add an additional hang up bar lower down in the closet. Doing this will make the vertical space in the closet more efficient.

If you still want, you can add a shelf way down on the bottom of the closet, or use shallow baskets to organized selected items.

One way to create more efficient space in a closet is to switch from basic hangers to specialty hangers, such as pant hangers, examples below.

Looks like you could use somthose of those hanger extenders , the kind that has 4 or 5 hangers hooked into a rod that has two hooks on it and then you just drop one hook and they all hang as 1.

True organization comes from only having what you truly need. If you are serious about getting your closet in shape, take absolutely everything out. You will never get it organized without first clearing it. I highly recommend Marie Kondo's books: The Life Changing Magic of Tidying Up and Spark Joy. After reading her books, I went into my closet which was already very neat and organized and took out 22 kitchen sized garbage bags of clothes, shoes, and jewelry and donated them. I can tell you that I have not missed one thing and don't even remember what I got rid of. Try on everything in your closet and if it doesn't fit, needs repair, is outdated, or you simply don't really like it and haven't worn it in ages--get rid of it! You will feel so much better. Now you can begin to put back the items you do love and that you do wear. This will solve 75% of your problem. If you want to leave the shelf, either put in shelf dividers or use rectangular baskets to organize the items. Others have given you great advice on using specialty hangars and organizers. One of the best things you ca also do is invest in the slim line flocked hangars. They take up way less space and look great.

First purge, the rule of thumb is if you have not worn or touch a shirt , sweater, pants etc in 1 year put in a donate bin, 2nd bin any clothing that is torn, threadbare, stretch out throw out. I have the same issue small closet, I don't work any longer so I have purge a lot from my closet. For your purpose use the above hangers for pants and skirts. There is a great hanger as well where you can hang multiple shirts. Put bins with labels on the top shelf of closet, get a small stool to reach for those items.

I put all my jeans and casual pants in a chest of drawers. Even dressier pants can be folded, so I only hang pants that are part of a set. That alone would open up 12 to 15 inches of space.

Install the top rod as high as you can reach and another bottom rod as low as possible. Hang all your pants on the bottom rod. Put the shelf above the bottom rod. So now the shelf is very accessible. Too bad there isn't a door on the closet because you could hang a shoe organizer on the inside. Utilize under bed storage also.

I bought clips at Walmart and put them on my plastic hangers. Then I clip my pants at the waist and let them hang straight down. Hangers don't sag, pants don't have fold over crease, and you have more bar space to hang. Also, I got some plastic bins at the Dollar Tree and put my stuff on the shelf in the bins. Keeps things from falling. Finally, I got some white coated stacking shelves (got lucky and found cheap at Goodwill) for my shoes on the closet floor.

Flocked hangers are just slim line hangers that have an anti-slip coating.

For starters buy pants hangers. They attach to the bottom cuff of the pants with clamp. That alone will give you a lot more space horizontally. Get MATCHING hangers. Go to Target, or Walmart or where ever and get all the same. Since you have almost all white now get more. Nothing makes a closet messier than a mish-mash of hangers. I color code my tops. You can possible add a second row at the bottom of the closet for one category of clothing like short sleeved tops or tank tops. That gives more space.
