I have never brought any perennial plants in for the winter. They get trimmed in the fall. I live in Eastern WA and we get a total of 7" of rain a year. Even dahlia bulbs stay in the ground all year. Check your local nursery for recommendations.
Hibiscus is usually an annual unless you live in the tropics. I wish we could just trim back and have it survive the winter.
