Insulate from what? Why? You don't normally insulate cabinets so need more information.
Kitchen cabinets are very cold. They are attached to an outside wall.
Which makes the kitchen very cold.
trying to figure out if there is a way to paint the inside of the cabinets to hold them ff the cold.
any suggestions will be much appreciated.

I would put a thick piece of foam on the inside wall of the cabinet that is against the exterior wall. Also use caulking to fill in cracks that can let in drafts.
Unfortunately painting insides of the cabinets will not be an effective way to keep the cold out of the kitchen. The problem lies with what is likely insufficient insulation in the walls, and/or exterior window surrounds.
Nothing much you can do. it's the wall that needs to be insulated not the cabinets.
You can try pieces of foam or that reflective insulating bubble wrap looking stuff but ultimately the wall needs insulating.

at the moment insulating the walls is not in the budget. (Think we have all been there at one point)
i think i will try the reflecting tape first.
