I don't think the paint and primer in one is as good as buying Kilz or Zinseer. You might try your local paint department Ophs section to find some cheap paint. You can usually pay the paint store a nominal fee to retint it, or check out Habitat for Humanity Restore.
You can find paint at a local Habitat for Humanity store for very reasonable prices if there is one in your area. Contractors often drop off unused paint after they have completed a project for a client. Just make sure you can get enough for your project. Another thought is to go to you local Home Depot or Ace Hardware and see what they have for "mistake" colors that were mixed wrong for a customer. Sometimes those "mistakes" are worth buying--sometimes not! I would NOT buy a paint with a primer in it for this project. It would be much better to use just a stand alone primer first and then just regular latex wall paint--not the paint with the primer in it. If you can wait for paint sales that is the best time to buy. WalMart sells paint and primer at reasonable prices if you are on a budget.
Clean, prime and paint. Primer will help make the dark surface get to white faster than paint alone. You might need to paint the grooves with a brush instead of a roller.
We painted our dark paneling with chalky paint. If you use regular paint you will need a primer, then paint. Chalky paint will adhere to the paneling then you may need a sealer.
