The first things that come to mind are florals - either the tablecloth or the dishes. I would add fresh flowers - roses, peonies - depending on the season.

Candles are must for Victorian decor. You can make candle stands using items from Dollar Tree. There are various tutorials on You Tube for making candle stands. Layering your table is also Victorian style. Put table linen first. Then add place mat (optional), Next is chargers, plates, bread plate, and a soup/salad bowl. Don't forget the silverware. Last part is crucial . . . napkins and napkin rings. Another item to include on your table are flowers. You can use artificial flowers too. Again, from Dollar Tree.
