Use a Plate Storage Wire or Wooden frame and add casters to that. or Make a Box on wheels or Buy some Doweling and timber to make a base and top the size required, 4 casters to fix on bottom base. Drill pilot holes and glue doweling in place secure with a pin. When you have completed fixing dowels on top, turn and fix dowels to base. You can space the dowels according to your requirements to suit tins. Hope that is of some help........
