Hi Cindy: If you want to remove the old paint, I'd use Citristrip. Otherwise, if the dresser is shiny, I'd either sand it or use a deglosser. Paint won't stick to anything shiny, and will peel off. Preparation is the key to a good job.

If it is in good shape, scuff with fine steel wool. Wipe down with denatured alcohol. Then paint. If you are going lighter, prime first.
Be sure to prime the gold part. It often bleeds through because the paint causes the metal in the paint to oxidize.
