I don't know what project you saw, Sarah, but any coaster can be covered with paper and decoupaged. Spread some decoupage on the coaster and then apply your paper. Smooth it out and let it dry. Give it a few more coats to seal it. For coasters, I would the outdoor version to make it water-resistant.

Decoupage is easy. Brush on the glue, apply the image and smooth it out. Then apply another coat while it's wet. Let it dry and apply several more coats, letting them dry in between.
