Hello. I would consider making a fabric covered or painted panel and velcro it in place.
I’d consider using ceiling tiles to hide the sky light.
Sticky backed velcro will most likely not stay adhered to the window, simply due to moisture condensation, and the difference in temperature between the inside and outside sides of the glass.
Also the fabric on the inside of the panel will eventually develop mold due to moisture accumulation.
If the old skylight is leaking, its best to remove and repair on the roof, so thats not a job for most homeowners. Its a structural repair and roofing to make it water tight.
