Nails and screws should go through the stucco, but if you're not hitting a stud, it won't bear weight well. Try using a stud finder.

Hello Serenia! I am curious as to why using nails and screws didn't work. I am not sure if your walls are just textured over dry wall and look like stucco--or if they are traditional stucco/plaster walls. That would make a difference.

Another thing you might be able to use are "monkey hooks". They are sold in any home improvement store.

You should be able to drill into stucco with a masonry bit. I would slant the hole down and use a small bit sized for the nail you want to use.

Sure it's not a plaster wall? Stucco isn't typically used in interior spaces. See if this helps.
