Have you tried using a paint scraper? Maybe if you leave some cleaner on the spot then try gently scraping it with a paint scraper you will be able to remove the chunks.
You can try mineral spirits but test it on a small hidden area first so you know it won't affect the finish on the floor. Goof off will work but it is not made for vinyl and will dull the floor surface.

Another option would be to use a hair dryer to heat the paint and use a scraper, putty knife or razor blade to remove the globs. I hope this helps!
