How do I make fabric sculpture bubbles?

This is what it looks like, but there are no instructions that I could find. Does it seem like they wrapped fabric around cotton balls or something smooth and round, then sewed it up on the bottom, possibly?

Hello Laura,

Cut out circles and use a running stitch to gather them round. Pop inside a piece of cotton wool for bulk. Use sewing edge to fix to project! Hope that 's what you wanted to know........
