You can paint over the latex with more latex. No problems! :)
Cindi: if it's an oil base, you'll have to prime first.
the latex is peeling and chipping terribly. Do i need to scrape off all the latex before painting? Do i have to paint it with enamel for it not to peel?
It has already been painted over the enamel and it’s got issues?
If it hasn’t been done yet, the enamel will need to be cleaned quite well and then primed with a binding primer, before latex will stick over the years.
Since it is peeling and chipping, you will want to scrape as much as possible and then smooth sand and clean. Next prime with something like Original Kilz. Then you will be set to paint over with latex.
Maybe you could use a coloured tape over them or Masking Tape and paint that?

Scrape off as much as you can that is falling off. Sand with 220 grit sandpaper to feather out and smooth the surface. Prime with Kilz primer Then paint your color.
Hi Cindi: You will need to remove the paint. I use a product called CitriStrip. It has a nice odour, and is easy to use, even on vertical surfaces. Here is their site:
You could also use KrudKutter degreaser and then prime and paint.
