I purchase wire wreath forms at Dollar Tree but you can turn a wire clothes hanger into a wreath form. Then attach items with chenille ties.
To make the wire wreath base, you can use a Wire Coat hanger and stretch it out to form a circle. Bind it with Moss or raffia or rags and wire items to it or bind it with string to secure them............Enjoy..

However if you're looking for a study wire wreath frame, I recommend purchasing one. Making one is difficult. You can usually pick them up at the dollar store and they work great for floral wreaths. Hope that helps!
