How can I cover up this ugly breaker box?

A frame can be built around the panel using 1x2 lumber and secured to the wall, then a decorative door attached to the frame. It will stick out a bit from the wall but will definitely hide the panel door plus provide easy access to the panel. I hope this helps!

How about painting out side frame then painting door with chalkboard paint to disguise and use

Paint it the same color as your wall, as Naomie Moore said. Then put a tall plant in front of it.

Paint it or put a decorative piece on top. Kirklands has some really nice iron decorative pieces.

If you can post a picture of that whole wall, it might lead to more ideas. For instance maybe you can make it look very purposeful if you had two similar designs, even though you need only one. You need balance. That is why what you have done before has not worked. A friend one time had a similar problem. She had a big bed against a wall that had only one window. . . to the right of the bed as you looked at that wall. I suggested she pretend she had two windows, one on either side of the bed and so she made Roman shade type curtains out of fabric matching the bedspread. Only one of the curtains was functional, but it gave balance. Can you post a picture of the whole wall? Maybe you could do something similar.

I agree with Naomie. Just paint it the same color as the wall.

You could paint the outside border white to look like window frame. Then go to Dollar Tree and get the wall stickers that are repositionable. They don't harm painted surfaces either. So it could look like your looking out of a window using flowers on the door to breaker box. Get real detailed and give the "window " some panes, paint top part of door to look like sky, ugly green would be grass for flowers . Using those "stickers" you could change it up monthly or every season.

Tip: check many Dollar Trees cause they all seem to carry different ones.

Since it's right there to stay, paint it in a color you love and get some decorative magnets and use it as a memo board.

You could put a full height closet bifold door over it. They are available in 24" widths. You could probably hinge them to the wall or hang them somehow.

If you’re worried about putting a mail into the electrical cables for a picture-

mount the pic to foam core board and then mount the foam core board with double stick tape to the door.

Hang a picture or some type of wall hanging, quilt, etc.

Strategically placed artwork, framed message boards, or a weaving or tapestry are all viable options for covering up obtrusive electrical eyesores. HGTV suggests inserting child proof safety plugs into unused outlets before covering with artwork.

Get a canvas print that will coordinate with your bedroom that is rectangular and will fit right over the opening. When you need to access, just remove the print momentarily.

Painting it the same color as the wall works well. Prime it first then paint. Or, hang artwork over it, make a framed box that hinges, or as I did, paint and stencil over it which really made ours disappear.

Put a picture on hinges of that so when you need to get into the breaker box you don't take the picture down just swing it open.
