It would be tricky to paint on silk not impossible but tricky, but I would use a latex paint and try on an inconspicuous section first.

Real silk will take a lot of different kinds of paint.
Polyester “silk” will not take water colors paint nor tempra paint unless it has acrylic added to it.
I also wouldn’t use oil-based paints on it, unless you can try a test sample to see if it “melts” the fibers.
