You can disassembled the pallets and possibly use the wood. However, I would caution you to be mindful that pallet boards are not thick and may not hold up under foot traffic for the treads. You might have to double the boards so they would be sufficient.

I would recommend buying the wood for those considering the possible liability if you were to have a board break plus I'm unsure if your insurance company would consider it to be up to code. Homeowner companies are doing surprise inspections regularly here in Alabama looking for a reason to cancel policies or raise premiums.

Another thing is building codes regulate steps, railings, etc. You may need to pull permits. Check with your local building department.

Since I deal with Building Codes professionally, for 30 years now,

you need to go to your local City or County Building Dept and get their free Handout on their Requirements for Decks/Balconies/Stairs.

It will show you the mandatory requirements for building the steps, the landing requirements (yes the top and bottom must have landings equal to the width of the door) and the handrail assembly. It will show pictures of these items’ details.

Pallet wood is not meant to hold up to the weather, nor is is structurally-rated for framing. Therefore, plan on using it sparingly and only after you’ve primed & painted it with 2 coats exterior grade paint.

It might be more cost effective to repair your existing concrete steps.

I would advise against that - how about a paver patio instead?
