How can I fill up the bottom of this fairy garden?

The tin bin I am putting it in is 11x15x9" high. I want to put some sort of filler in the bottom, so the fairy garden is closer to the top of the bin... so she can play. Any ideas what inexpensively I can put on the bottom before I put the fake grass, moss, etc. over it.... and then the fairy garden itself. I am stumped what to use as a filler for the container...…. I figured to use 2" on top area... Any ideas?
Styrofoam packing peanuts or solid foam. Plastic bottles. Plastic containers. Sponges.You want it lightweight.
Hello Susan! Why don't you find a cardboard box or a plastic bin that fits inside this this bin to take up space and raise up the bottom so your granddaughter can reach inside to play. You can purchase green fake grass carpeting normally used for boat floors. You may be able to buy a small piece that could work for this project or you could just use some green felt and then glue on moss for the grassy area.
Have you considered Styrofoam as a filler, not the peanuts but thick sheeets, you might be able to get this in the shape of a cooler and cut to size. Or they might also have this at diy stores, maybe in the form of packaging material for appliances that they are throwing away.
one thing I have seen used in deeper pans like this is old pool noodles - you can cut them in half to fill the bottom and one is all you would need - I think they have them at the dollar stores too! You could use newspaper rolled into a ball, packing p-nuts or papers also small rocks or bricks and here are more ideas

Styrofoam, if you don't have any you could use the floral foam at the Dollar Tree. It will fill the space and won't add weight. Bonus, it's green so if it peaks through the moss no one will notice. I LOVE the container.

Styrofoam or floral foam would work well as you'd be able to anchor elements to it if you wanted, or cut bits out if you wanted to insert little plant pots or similar. Please come back and share it with us once you've made it :)

I had priced some foam n for a fat chunk it was expensive.. I will ck dollar store for floral foam .. but they are not very large. I am thinking I am gluing some of stuff down but not all so she can play with fairies.. I just hope it turns out cute! Thank u all for ur help!!
I would look around your house and see what scraps you have available. All of these ideas sounds great to use!
Hi Susan, if you have a whole bunch of bottle caps or empty soda cans you can use those as a filler, before adding soil and fairy stuff.
