Do you have photos of the tray and handles? You can perhaps add them with a glue like E6000 or small wood screws.
For starters unless you use construction adhesive to attach, I would worry the handles would fail and you will lose whatever it was you were carrying. My personal preference would be screw on type handles. Here are some options for you.

Screw them on. Only way to prevent them from falling off.
I would screw them into the wood so you know they are secure.

What kind of handles? Most likely you can screw them on. That’ll be the sturdiest but if you don’t plan on using it with weight, meaning purely decorative, you can glue them on.
Secure them by screwing them into the wood base.
Stick and Screw them using No more nails etc.
If you added rope handles for a rustic look you could simply nail them on.
