Hi Lois, here's a Youtube video which shows how to do that.
You could go to a fabric store and shop for webbed strips in a color that would compliment your purse. Turn back a small amount at the end of each of the strips and sew them to the purse on either side.

Hi Lois. You could remove the metal components off of a belt. Then cut the belt the size you need for purse handles. Use a strong adhesive to attach the belt handles to the quilted bag. A glue like Gorilla Glue, E6000, or Fix All would work great.
Does the purse already have straps that are worn out, and you would like to replace them? or, Do you want to attach straps to a clutch style purse that presently does not have any?
Please post a picture so that we can see what you have to work with.
Lois....Can you use other straps and cover with the same quilted material?
How about use a chain like a dog chain thin or eBay I got one on eBay .or try a thrift store
