You could use chalk paint
If you are taking everything down to paint you can use spray paint. Rustoleum 2x or 4x is a good one.

Rustoleum 2X spray paint if it's metal. Krylon Fusion if it's plastic.

Just take off the blades and protect the surrouding areas from overspray
Spray paint -- and just to be safe in case the fan housing heats up, I'd use a high heat spray paint.
