How can I make over my stairs that have wood/carpeting?

I would first check if your steps are made out of wood or plywood. I have seen carpet covered stairs all plywood.

Regarding the spindles, you could trim the bottom of them to sit flush on the new floor.

Are you saying the carpet is a runner down the middle and the outside edges of each step is hardwood?

If so, I would buy new carpet runner that is by the lineal foot, as in on a roll. Then buy an electric staple gun at Ace Hardware (I’ve shopped until I was blue on this purchase, so Ace is the place). Tear out the old staples & glue & install the new runner material.

If this is not what you have, and you want to put in all hardwood treads, the best price I have seen is $26 a tread.

It's easy use a knife but not the sharpest one. Use the butter knife so you don't ruin your spindles.

You could remove the carpet and consider painting the stair parts that aren't hardwood.

I think I know what you are describing if I am understanding you correctly. Do your bottom steps have spindles with wood and what looks to be a runner in that spot because the edge is finished and once it hits a wall half way up, it is completely carpeted? If you want to redo the stairs, you will need to take up all of that carpet. It might only be those bottom steps that are finished. Soooo, what really needs to be done is ripping out the carpet, then see if you have hardwood all the way up. In that case all you need to do is sand it, stain it if desired and poly it. If they switched to a cheaper wood(ie: pine) at the point where the rug covers the entire stair. then you will have to go to Home Depot or Lowes and get new treads(ie: OAK) to match the bottom finished stair treads. Try to refinish it the same way...sanding, staining(if desired) and poly it. Stairs can get tricky.

Is it that you're concerned the spindles rest on the carpet? They do go all the way through to the wood tread.
