Hi Christy, Mod Podge, a type of decoupage glue sold in craft stores, goes on white but dries clear, allowing you to glue objects to the glass. Applying fabric to plates and bowls from the outside allows the image to show through the glass. So yes I think it will work for your project.

Modge Podge is a good decoupage medium if your velum isn't too thick. I would use it underneath and on top of the velum. Try it on a piece of glass first.
It should be fine. Just be sure to check your finish since it comes in matte, satin and glossy.
