I haven't seen a project using spray enamel and water. My thought would be that if there was water on the surface, the paint would not stick to those places. It sounds like the water is used to make a "pattern" especially since enamel is usually oil based. Have you seen this project somewhere? Is that what the project looked like after spraying? If not, please write back and let's talk about how we can make this work. :) Wishing you the best.
You take a bucket of water and spray paint onto the top of it. You then dip your plates into the water and pull back out. If you want several colors you can do so. The paint sticks to the plate. Wear rubber gloves.
