Not sure what you have to start with, but you can literally double your space by having clothes hanging rods in two levels. Often adding an extra shelf all around the perimeter and then using baskets or boxes to store items you don't wear often to free up space. Here's a video that may get you inspired!
Without seeing a picture it is hard to advise accurately. Painting it is one option.

Take everything out of the closet. This way you can be ruthless when you go through the items. 1 pile 'keep', 1 pile 'giveaway', 1 pile 'not sure'. The not sure pile is so that you can be quick in this process. When you have narrowed down your items you will see what amount of space you have to work with. You can install a system that works well. They have great ones at Home Depot/Lowes/ikea. I sometimes think those systems don't give me the maximum amount of bar space though. I like a long bar on the top and long bar half way down. One section for long coats or dresses. And a section for folded clothes like sweaters. One tip is to eliminate everything off the floor!!! That way nothing is dragging on the ground, shoes aren't collecting dustballs etc. You can get a vacuum easy in and out. Figure out a shoe system around your clothes like rods or shoe rack. Jewelry is nice in a closet as well. You can get those hanging jewelry organizers or command hooks for the wall of your closet. Good luck! Hope some of these tips and ideas helped.
