Purchase banister from Metal worker or Dig holes and sink in 3 x 3 timbers down step edges set in Postcrete. When dry add handrail screwed in place. Be safe!

You can attach posts to the deck and then run hand rails across the type. You will need to add rails between the posts for insurance and building code.
I would go down to my local City Building Department & get their Handout for their Deck & Balcony requirements.
This will show you illustrations, sizes of fasteners, sizes of lumber & how they interpret the International Residential Code.
That will address the 42” height, the 200 lb lateral load & the the balustrade spacing of not more than 4” OC.
Be sure to check out your local code requirements. my father in law got inspected and had to tear his out because he didn't follow the rules.
Home Depot carries ready made railings that are already to code.

There could be rules/standards that need to be adhered to. That's the case in Australia anyway. Here's a good write-up about balustrade requirements. Might be worthwhile checking for similar rules for your area.
