The best tool to cut terracotta pots is with a rotary tool fitted with a tile-cutting bit. Soak the pots for at least 20 minutes before cutting. Then draw a line where you plan to cut. Secure the pot on a sturdy surface . A vise would work best. Drill a pilot hole and begin cutting.
