How do you remove wallpaper that has been painted over?
Painter couldn't get the old wallpaper off, so he painted over it. Now some of the seams have started to pull open..can I remove it all and repaint the room?

It is a hard task, you will need plastic sheets for the floor, a chemical stripper (a toxic product) , a stiff wire brush (paper tiger), a spray bottle or paint roller and a wallpaper steamer (hot plate) which you may be able to rent and can be used instead of a chemical stripper.
And a lot of elbow grease.

You definitely will need to score the paper so stripper can get behind the paper. Scoring tool, Paper Tiger, for the scoring. You use liquid fabric softener in hot water sprayed on or I use two cups of vinegar in one gallon hot water. Let the mixture sit for a while. Scrape with a putty knife.

I would also suggest after scoring it to use a steamer (which can be rented from a paint and wallpaper store). I have had great success steaming it off.
Sorry, you had an inept and lazy painter. Wallpaper removal takes time and patience, which he or she did not factor into their bid. Now you are stuck with a sloppy mess to fix. If it were me, I would call the painter back and let them repair their shoddy work - that you paid good money for. For future reference, here is how to hire any contractor you will ever need. A detailed contract is essential and never sign unless every phase of the project is included. You have my sympathy. So sorry!

Deffo.. Rip it all off an paint it. Painter should have prepd this. I'd be so mad going over that work.. Painting is easy! but the preping takes a while. But is worth it. Remove all paper steam or spary it all with water scrape it all of. You might need to prep walls with filler before painting. But yeah deffo remove the paper hope this helps
Peel as much as possible from the walls.
If you can't get to the backing, you may need to score the paper with a tool. Paper Tiger is easy to find. Light pressure because you don't want to damage the wall behind the paper.
Mix 50/50 fabric softener & warm water in a spray bottle or garden sprayer. I've read that vinegar is as effective but I have never used it.
Allow the mixture to sit for 5 - 10 minutes so that it saturates the adhesive on the paper backing.
Scrape with a plastic scraper.
Once it is all removed, wash the walls with warm soapy water (blue Dawn is my go-to) and a microfiber cloth.
