Hi Mike: Yum, macarons :) Unless you're talking about the type you can't eat :( Which is just about anything I cook! :O Anyway, if you're looking for the kind you don't eat, you can use modeling clay and make the fake macarons and then paint them with acrylic paint. Or, check this site:

Felt is easy to work with because it doesn't fray when cut.
Try Crayola modeling clay. It dries to the same finish as a Macaron
You could try modeling clay
The particular product referred to above is the Crayola Model Magic.
(Examples of different packaging below).
It is not the same as the Crayola Air Dry Clay.
