Laminate is something that can't be stained, you can certainly paint it. First lightly sand the surface so the new coat of paint can stick to it. After that you can apply stencils, decoupage, decals of all sorts. There is a great selection at Amazon.
The dollar store has some stick on decorations that can be cut and placed on the cabinet, coat with polyurethane after applying.
What do you mean by decorating? Do you want to paint them, add trim pieces, or decorate by painting a design? I think painting them would freshen them up and make them look like new if you follow all of the steps. Here's a tutorial posted on Hometalk that covers all the basics. You can use E6000 glue and glue the dollar store half round glass stones in a pattern of design . You can even use removable wallpaper , check out the cool and funky designs on wallsneedlove.com !!!!
Hi Judith: One thing you might consider, instead of painting or staining, is to get some decorative wood scrolling and glue or tack that on. You can paint or stain this to match or contrast with your cupboards. You can make your own out of molding. Here is the Home Depot site for that.

The “laminate” on MDF is actually Melamine Paper and if you sand it, be extremely light handed on the corners.
If the MDF is exposed, it will drink the paint and “mushroom out” where the MDF got wet.
I would forgo the sanding, clean well with TSP solution & then prime with a primer that bonds to plastic.

Wood appliques can be painted or stained and added :-)
