You can use mild soap and water with a clean cloth.
If its an outside table and REALLY bad you might want to consider renting a power washing to really get it clean. After that you can purchase specific acid cleaners just for cement that work really well. You can also purchase specific sealants just for concrete to help keep it clean for longer.
Depending on what type of stone table and if you have a serious issue or if you are doing regular cleaning. In general, rinse with clear water and use a mild detergent diluted with water to scrub. 1 tsp of dish detergent to 4c water in a spray bottle is good all purpose cleaner.
