Hi there, here's a step by step guide on how to remove it: https://letsremovemold.com/removing-mold-from-wood/ Unfortunately though really the only way to keep it from coming back is to change the environment that's encouraging it to grow. A new window, or replacement glass for the new window, would be a permanent fix.
Hi Emerylou, I found an article online that may help you with your mold problem. I certainly hope so.....

Here's two sites that can help you! Please wear a mask if you are removing mold. One of these articles suggests a N95 mask however I doubt that you would be able to find that mask right now.

Once you get it repaired, they make a paint additive to repel mold for the future. I saw it at my Benjamin Moore paint store.
A 3% solution of hydrogen peroxide in a spray bottle. Saturate the sills and frames with the liquid and wait 10 minutes. Afterward, scrub the area to remove the spots and color. Finally, wipe to remove any residual spores. Hydrogen peroxide is a good option as it leaves no fumes and is nontoxic. Hydrogen peroxide will kill the spores from the root and prevent future growth.
I use a clorox wipe but HA good luck finding any now!
That looks really bad. Everyone has different levels of tolerance to allergens like mold spores. Those with asthma, respiratory allergies, or immune suppression will feel the effects of black mold’s mycotoxins more than most folks.
But whether you feel black mold symptoms or not, it’s best to get rid of black mold as soon as you find it. Wear a mask or respirator just in case.
Hi EmeryLou - There are several ways to get rid of mold, but most importantly, you need to address the root cause to keep it from returning. This article focuses on the bathroom, but is an overall great article that covers methods of how to remove mold, if bleach is safe to use, and how to prevent it from coming back. Hope this helps! Mix a solution of one part bleach and three parts warm water. Scrub the black mold off the windowsill with a nylon brush. Dip the brush in the bleach mixture often. Wipe away the scraped mold and excess water with a clean rag. If you have even a painters mask around the house use it, you do not want to be breathing in mold spores.

Agree with others who have said that the mold situation looks major. It may be that the mold has already permeated down into the framing of the window and has caused irreparable rotting inside.
Trying to remove the surface mold will be an ineffective solution if the root of the problem is deeper.
I had wood trim around my windows. They would get bad in the winter when it creates condensation. If the windows have any gaps it is worse. I cleaned with soap and water, then with diluted bleach (did this in the spring/summer). Let dry thoroughly...this big tip is to then sand if needed to get loose varnish off and re-varnish to seal the wood. It may take several coats if the sills have been neglected. I switched my last window to vinyl this year and it's so much easier!!
