Hi Carol, this link might be a help. I read that real bamboo doesn't absorb paint very well. Is your floor real bamboo?

Sep 13, 2016 - If just regular bamboo, a high grit sand paper coupled with a good sanding finish solution, and an even better paint, will get you good results, but this will not last very long as the strands in the Bamboo do not absorb paint well. Its at the very best a superficial layer.

If the bamboo is t damaged you can put new flooring right over top
I wonder if it would work better if you sanded down the floor some before attempting to prime and paint?
You might have some trouble getting the paint to stick. Sanding and restaining them is a great option if they’re not a laminate. I would not put another flooring material over them as that’s a recipe for trouble. If the bamboo floor fails, it’ll ruin the new floor, costing you twice as much.
