You can. But you need to do the right prep and get the right paint. Does this area get wet often or need scrubbed?
No. I had all 3 walls subway tiled around where I sat my tub in the middle in case I ever wanted to change it to a shower. But it's extremely plain.
For best results use oil based paint. Just know tile doesn't allow paint to soak in and can be easily chipped or peeled off. It's good it's not a shower. Good luck.
You don't need to paint the tile. You can stencil directly on it. Use acrylic craft paint. Then seal it with three coats of a water based polyurethane. It will dry clear and not yellow over time

Yes, my MIL did her bathroom tiles over 20 years ago. Unfortunately she has dementia so I can't ask her how she did it but I'm sure it's similar to the way you do bathroom tile floors.
You can but be aware that constant water will eventually cause the sealer and paint to fail. Ideally, this is best done in low water contact areas.
