Hi Don. Rustoleum makes a a marine paint. You can find it at Wal Mart for $20 per quart. And it has 5 stars. Good luck Don.
I would look to the marine and pool paints. Would it be possible to add some lighter rock?
Look for exterior paint, marine and non-toxic. Try Walmart or Amazon.

I would try can spray paint.
Masonry paint.
