How do I cover wallpaper that has been on so long it won't come off ?

First of all, please don't paint over it. It makes it 100 times harder to remove it and doesn't look that great. Work loose what you can and using a steamer, remove it a section at a time. Even the ceiling had paint over paper in my old house! This is after removing it. Good luck and stay well!

Some wallpaper can be painted over. You'll need to prime it first. Once the primer is dry, assuming it didn't cause the paper to bubble or lift off anywhere, paint with 2 coats.

Emulsion paint it if embossed design or if flat - paper over it starting with the first length starting in the middle of the old paper, so the joints don't match, as that will give better chance your new paper wont open up. Otherwise use a Steamer to remove old wallpaper (Buy or Hire)

Hi Terry, the easiest and quickest option would be to paint over it, unless there are pieces that you've already tried removing. Then I'd suggest sanding that area down first

Yeah I would remove it the best you can even if it means that it is taking strips of your drywall along with it. Painting over it might just lead to a bigger mess. Then in the end, you can always spackle those areas smooth where the wallpaper was stuck on. Then sand with a drywall sander. Good luck! Wallpaper removal is one of the most frustrating home tasks.

Hello. Have you tried the paper tiger perforation tool and the spray wallpaper removers? That was always my solution.

we have painted over wallpaper after cleaning it first but it will always show the seams and edges and sometimes even peels off the paint. You can rent a steamer to remove wallpaper from most big box stores

Before doing that, you might try to either steam it off or saturate with diluted fabric softener. It "melts" the glue.
