A plastic tote to me is a plastic bin with a lid. Not strong enough for a foot stool. A plastic crate would work by adding a pillow top to it.

A Tote, being a shopping type bag? Fill it with old stockings, socks, rags etc. close it up - remove the handles, and there you have a pouffe style footstool!
If you have a container that fits into the tote, you could fill with that and add a piece of wood for the top. There are lots of stepstool ideas here:

How about cut a 1/2" thick piece of plywood or MDF the size of the lid, just a little bigger to be sure it covers the handles etc. of the tote. Upholster the top of the plywood, including an attached dust ruffle type to cover the sides. Attach the plywood top to the tote top with sticky backed velcro.
