If the wood is rotten, those boards might need to be replaced.
Could you provide us with more details please like what exactly is wrong with the chairs?
Stabilize how? What exactly is the issue? Can you post a photo?
Might just be tightening of screws or missing nails. Turn it upside down and check it out.
If wood is rotted, the boards need to be replaced.
If it is wobbly look at you tube on how to tighten loose chairs but use water proof wood glue not just reg wood glue.
Are the joints just loose? Tighten the screws and get a joint tightening liquid from your local home improvement store.

If painted, Rub down and repaint. If bare wood, use a wood preserver with colour (like used on fences).

This one was more specific to helping with my problem, which was a cracked piece (a back leg in my case). It also gave me the idea to deal with the several loose nails (at weathered, rotted, stripped places), by choosing an appropriate length of screw and adding screws to areas where the nails are loose.
