Hello. You might consider using a pool noodle or a piece of big box hardware pipe foam insulation to put/wire your floral and greenery into.

You can purchase a frame that sits on the headstone and it has a piece of floral foam in the center. I would recommend your purchase a good deal of silk flowers and greenery, perhaps even in bulk because they fade over time. Then just begin adding flowers until it is full and you are satisfied with the looks. When it fades, just replace the flowers.
