Could be chipmunks or rabbits. Get a piece of chicken run wire, approx. 1/2 x 1/2 inch squares. Cut a piece with wire snips that you can make a circle of about 10-12 inches and wire the ends together to form a column. Put this around a seeding or several seedlings. You can secure it with hooks use to hold down landscaping cloth until the plants get large enough to be on their own or leave on all season. If the flowers are planted close make the wire columns narrower like 4" across.

Sprinkle some crushed egg shells around the base of the seedlings to help keep slugs and bugs away.

Rabbits etc. Cover the seedlings and protect them from being eaten by covering them until they are large enough to cope ( tall wire tubes). Hope that helps a bit.
