Most people use 1/4 inch plywood as an underlayment for sheet vinyl/linoleum. You can paint that. I would use a stand alone primer first before you paint. I would also use porch and floor paint rather than regular wall paint. All major paint manufacturers make porch and floor paint.
Can't you paint the existing floor if it's wood?

Plywood. You can actually stain the plywood if you want instead of painting it. You could also paint and stencil it. I just did my bathroom floor with a 12" square stencil and 2 coats of poly.

What's your floor now? If wood just paint it now. It would be better to apply the plywood substrate you need for vinyl when you put down new floor. Works better if clean and unpainted.

I painted a plywood subfloor after it had been under carpet for at least 20 years (I know because I put it in). Once I cleaned it up I painted it with floor paint. I'm just about to put vinyl plank over it, and I am pleased with how good it looks a few years later. Good luck and stay safe!

Luan plywood would be a good choice. You can paint it and then when you are ready for flooring, clean it up and lay the flooring on top. Screw it down or use glue.
