What type of stove top do you have?
IF ITS ONLY ON THE ENAMEL IN THE PAINT SOUNDS LIKE A MFG. DEFECT. GET WITH THE MFG AND ASK THEM WHAT TO DO....NO MATTER HOW OLD THEY SHOULD BE ABLE TO TELL YOU WHAT TO DO....

I’ve had success with putting a layer of baking soda on the spot and rubbing then adding vinegar and let it bubble up. After a few minutes wash it off and your mess will be gone. Good luck!

Have you tried a Mr. Clean Magic Eraser?
It will depend on the burn and stove material. Start with letting a degreaser sit to see if it loosens. Make a scrub from baking soda & hydrogen peroxide will help as well.
If it's brushed aluminum, first try the baking soda paste. Dampen the next morning and scrub, or try a paste of Bar keeper's friend. Rub it in and let set no more than 30-45 seconds, then scrub using a soft mucrofiber cloth, in the direction of the brushed aluminum, so you don't scratch it. You may need 2 applications, but BKF works wonders.
