You can sand over the paint

This is a two part system. A chemical reaction takes place! The system should be available in a good paint shop or maybe craft shop. Hope that helps.

I have used both school glue & Hyde glue methods.
Hyde glue you let dry overnight & then paint.
School glue you paint on top of it, wet.
Both methods you cannot overwork the paint and you must work fast
