My neighbor moved into a new house and this plant was left behind. Anyone know what it is?

Maybe some type on Geranium.

It might also be Citronella if it smells like citrus. Look up Pelargonium 'citrosum'

Hi Dee, it looks like a mosquito plant, Citronella, they do get nice little flowers on them
