How to clean cloth like cell blinds .
Microfiber duster that "grabs" dirt. You could check into the envirowand by Norwex (MLM & a bit pricey). I use Campanelli brand dusters. The best price I found was on QVC. You could also check amazon for ecloth brand, they have a wand duster as well.
Another option would be use a dusting glove but if it's a larger blind, I would rather use the wand or large duster than hand sized.

Regularly dust or vacuum with an upholstery attachment, top to bottom, both sides of the vane.
For soil removal, take down the vane and lay it on a flat surface. Use a dry fabric cleaner or a sponge with a mild detergent and warm water solution and blot dry.

You could vacuum them using your vacuum’s hose brush attachment.
Vacuuming them with a soft upholstery brush attachment from the top to the bottom works well. If you don't have this, using a slightly dampened cloth, again from the top of the blinds across the area from top to bottom may be the best you can do.
A lot of people have suggested the vacuum with a brush. That is what I'd do too. You don't want to suck the fabric into the vacuum hose.
I know this is going to sound weird, but I took mine down, made a make shift clothes line and washed them with the hose and some Dawn. Rinsed well and let dry in the sun. They came out beautiful.
My neighbor just tried to do this and she used a damp cloth. Hers was pretty bad and she said it was taking way to long so she decided to buy another one but what she was doing was working.
Vacuumed them is the bast way so if you start and keep them clean they will stay that way
